Simplify last file chunk logic

Allowing the file stream to manage its own internal chunks is also more performant

Delete unnecessary parameters

Add basic loading/complete indicators

Convert tar logic to return a readable stream

Allows larger input files to be put into this tool.

Support file names between 101-255 chars

Fix faulty chunk rounding

A file with no content should be a 0 byte chunk, not 512 bytes.

Refactor to reduce redundancy and improve comments

Use POSIX UStar magic number
