Don't pin versions in `devEngines`

This change is required to make the release CI work. The mismatched `npm` version in `devEngines` blocks the `npm i -g npm`, so it is impossible for `npm` to update itself.

Can revert this change only after Node.js version managers start using `devEngines` to automatically set `node` and `npm` versions.
